Our team is composed of individuals with deep roots in the community we serve, fostering an intrinsic understanding of its unique character and needs. The diverse expertise each member brings to the table allows us to develop and implement tailored solutions that effectively address the specific housing needs of Native American families within our region. Crucially, our approach is always guided by a profound respect for the cultural heritage of the Ponca Tribe of Nebraska, ensuring that our work not only provides shelter but also honors and preserves their traditions and values.

Joey Nathan
Executive Director

Joel “Joey” Nathan, Executive Director: Ms. Nathan has served as NPHA Executive Director since 2012 and has served the Ponca Tribe of Nebraska in various capacities for more than 24 years, with more than 17 years of experience in production, supervision, scheduling, and project management. In 2015, Ms. Nathan was appointed to serve as Treasurer on the United Native American Housing Association (UNAHA) board, for Region 3 Denver Northern Plains Office of Native American Programs (NPONAP). Ms. Nathan is familiar with the operation of NPHA, having served on its Board of Commissioners for two years prior to being named Executive Director and having served on the Ponca Tribe of Nebraska’s Tribal Council for four years. She holds an Associate of Applied Science degree in Business.

Alex Villalpando
Director of Maintenance

Mr. Villalpando has been the Director of Maintenance for Northern Ponca Housing Authority (NPHA) for over 12 years. He has been working for (NPHA) since 2001. He has extensive background in housing rehabilitation. He has been working in the construction field for 24 years and has an Associate of Applied Science degree in Building construction. He has construction management experience in residential construction, procurement, estimation and cost projection and planning and budgeting preparation. He has successfully completed the 2010, 2013, ICDBG grants and working on completing other ICDBG’s. He manages the implementation of all grant activities, prepares the scopes of work and specifications for NPHA housing projects and oversees all re-habilitation of all NAHASDA and 137 Act units. Mr. Villalpando oversees the bidding process, project payments, budget compliance, progress meetings and reports. He will inspect the homes or coordinate city officials for building codes compliance, monitor Contractor’s compliance with Davis Bacon and Section 3. Mr. Villalpando completes all the grant reporting section 3, Minority business, and close-outs.

Don Magnnuson
Director of Finance

Mr. Magnuson has served as NPHA’s Director of Finance since 2020, and has been with NPHA since 2011. He currently is leading the Finance Department in administrating multiple grants, including the Homeowner Assistance Fund, American Rescue Plan Fund, and multiple ICDBG grants. Prior to serving as Director of Finance, Don spent six years serving NPHA as the Housing Compliance Officer, and prior to that he served as the Finance Clerk. Before joining NPHA, he acquired 5 years of experience in compliance across multiple fields; including payroll, accounts receivable, and Workers’ Compensation Insurance underwriting. Overall, he has performed various types of account management since 2003, with a drive to always be improving and moving forward. Don is a loyal Wayne State College Wildcat, and has his Bachelor’s Degree in Business Administration, with concentrations in Finance and Economics.

Justine Knapp
Development Coordinator

Justine Knapp has served the Northern Ponca Housing Authority in various capacities since 2011. Her roles have included administration, secretarial duties to the NPHA Board of Commissioners, admissions and occupancy of low-income rental units, property management, human resources, development, homeownership and real estate transactions. Justine studied Real Estate at Northeast Community College in Norfolk, NE and obtained her Real Estate License in 2016. She is focused on first time homebuyers and promotes assistance programs to help with down payment and closing costs. Justine enjoys spending her free time with her two children, Norah and Nash.

Theodora Medel
Admissions & Occupancy Specialist

Theodora Georgett Medel has been with NPHA since 2010 and serves as the Admissions & Occupancy Specialist. Some of Ms. Medel’s duties include procurement, bids and contracting for our ICDBG/IHBG projects, administrates the HOHIA program, scheduling work orders/techs, reports, inputting work orders, working with tenants and meth testing. Ms. Medel also worked for the PTON Social Service Department for 9 years before coming to NPHA. She enjoys her job being able to work with contractors and vendors in different housing areas. Providing a service to our Native America community and being able to build a relationship with tenants and homeowners is a blessing. We work as a team and love as a family.

Homeownership Coordinator

Shelby Coffman is the Homeownership Coordinator for the Northern Ponca Housing Authority, her goal as the Homeownership Coordinator is to focus particularly on assisting tenants and applicants to achieve homeownership in Indian Housing. Mrs. Coffman has been with NPHA since 2016, some of her roles have included, scanner for the Maintenance Department, Administrative Assistant and Admissions & Occupancy Counselor prior to becoming the Homeownership Coordinator. Mrs. Coffman is a member of the Isanti Sioux Nation. Mrs. Coffman enjoys working with the Native American Community as well as spending time with her husband and two children, Mason and Maeley.

Angelia De Anda
Executive Assistant

Angelica De Anda is an enrolled member of the Ponca Tribe of Nebraska and currently serves as the Executive Assistant for NPHA. Ms. De Anda has served the Ponca Tribe of Nebraska for 10 years in various capacities. Through Ms. De Anda’s PTN opportunities, she has a gained experience in Tribal Court, Social Services, Housing, Law & Order Code Revision and Election Procedures for Tribal Council. As the Executive Assistant for NPHA. Ms. De Anda serves not only as the Executive Assistant for NPHA Management, but also as the NPHA Board of Commissioners Recording Secretary. She has been employed with NPHA since 2017 and thoroughly enjoys what she does. Ms. De Anda enjoys working with the Native American Community and is currently going to college to earn an Associate of Applied Science Degree in Business where she hopes to continue her passion of working with her tribe.

Nicole Beauvais

Maintenance Administrative Assistant

Ms. Beauvais was hired as a Records Management Assistant for NPHA in 2014 and held the Maintenance Clerk and Maintenance Administrative Assistant positions from 2015-present. She is responsible for assisting the Construction and Maintenance Department with record-keeping for all ICDBG and IHBG rehabilitation and construction projects. She previously held positions as a Secretary and Training Coordinator for several years where she became familiar with work orders, invoices, and data management.

Holly Wetjen

Maintenance Clerk

Ms. Wetjen has been with NPHA since April of 2017. She was hired as the Maintenance & Inventory Clerk and has held that position to present day. Some of her job duties include; researching prices and purchasing general inventory supplies needed to maintain tenant’s houses, creating work orders, processing them, proofreading documents, writing contracts, researching bids on said contractual projects, and overseeing those projects by making sure all of the necessary paperwork is completed and turned in on a timely manner. Essential to all of these duties are the ability to communicate on a wide variety of levels and carrying out the Procurement process to benefit all involved. Ms. Wetjen has and continues to enjoy learning and experiencing native culture & traditions. When not at work Ms. Wetjen enjoys spending time with her family and their activities.

Olivia Munoz

Olivia Munoz
Office Coordinator

Olivia Munoz currently serves as the Office Coordinator for the Northern Ponca Housing Authority. She provides customer service and support services to the Native American Community as well as being a part of the Homeowner Assistance Fund (HAF) Program. She joined NPHA’s team at the beginning of the pandemic in March of 2020. Ms. Munoz is an enrolled member of the Ihanktonwan Nation. Before coming to NPHA, she was a BIA Correctional Officer based in Wagner, SD, and worked in numerous reservations in South Dakota and North Dakota. In her time away from work, she enjoys spending time with her family.

Danielle Bauer

Danielle Bauer
Resident Services Coordinator (ROSS)

Danielle Bauer is an enrolled member of the Ponca Tribe of Nebraska and serves as the Resident Service Coordinator. Her goal for this position is to assist residents of Indian Housing towards self-sufficiency and support individuals towards their economic independence. She strives to help anyone in need. She has gained experience in Social Services from working at the Ponca Tribe of Nebraska for 3 years. There she case managed Indian Child Welfare cases, in which she was passionate about. She had obtained great working relationships with many outside agencies like Department of Health and Human Services, Building Blocks Foster Care, CASA, numerous attorneys and the Madison County Juvenile County Attorney. She has vast knowledge of surrounding resources. Also, from working at the tribe she became a trained mediator through the Nebraska Mediation Center. After leaving the Tribe she worked as an Assistant at the Jewell and Collins Law Firm. At this law firm her knowledge grew of Estate Planning, Trusts and Real Estate. She enjoyed the challenge of the very busy law setting and enjoyed serving all the people that walked in the door but found her true passion at Northern Ponca Housing Authority and returned in June 2021. Danielle is a very proud mother of 4 amazing children. Her favorite things to do is go to all of her kids sports and music activities and go out on her Harley with her husband.

Mawana Kitto

Mawana Kitto
Maintenance Contract Specialist

Mawana “Moe” Kitto is an enrolled member of the Ponca Tribe of Nebraska and currently serves as the Maintenance Contract Specialist for NPHA. Ms. Kitto joined the team May 2021. Ms. Kitto enjoys working with the Native American community and is very ecstatic to be part of such a great team.

Christina Froehlich

Christina Froehlich
Admissions & Occupancy Specialist

Christina Froehlich is an enrolled member of the Ponca Tribe of Nebraska and currently serves as the Admissions and Occupancy Specialist for Districts 1 and 4. Her daily duties include working with Native American families who live in the low income housing program and helping them to be able to reach their goals and be successful in this program. Christina enjoys her position because each day provides new opportunities to learn and grow relationships with her clients. Christina has been with NPHA since 2021 when she began as a Maintenance Contracts Specialist. She worked with contractors and our maintenance team to complete ICDBG/IHBG rehabilitation and construction projects, home improvement projects for homeowners (HOHIA), and daily schedules for the housing maintenance techs to complete repairs and improvements of our units. When Christina isn’t at work she enjoys being outdoors, watching sports (especially the Dallas Cowboys and Husker Volleyball teams), cooking, spending time with her family and stays busy with her 3 children, Averi, Maecyn and Aria.

Maria Weddell

Maria Weddell
Finance Assistant

Maria Weddell is an enrolled member of the Yankton Sioux Tribe and serves as the Finance Assistant. She previously worked as a CNA for 10 years before being employed by NPHA. Maria joined the NPHA team in 2020 during COVID as a COVID Support Specialist. Maria enjoyed working as part of the Emergency Rental Assistance Program (ERA) and has learned so much about Indian Housing and all of the clerical duties that come with job since she started. Maria has great customer service skills and has enjoyed serving our Native people. She is excited to be a part of the team and hopes to make a career with NPHA. In Maria’s spare time she enjoys party planning and spending time with her husband and three daughters.
